obama in the polls. it remains to be seen whether his debate performance will change the presidential race. >> the european central bank is keeping interest rates at an historic low of 0.75%, resisting pressure for cuts to boost the ailing eurozone economy. the ecb president, mario draghi, said the bank is ready to help buy eurozone bonds to help troubled eurozone member countries. how did the markets react to the latest developments? our correspondent sent us this report from the frankfurt stock exchange. >> inflation has spiked. it is a surprising development. one that has probably prevented the ecb from lowering rates in the eurozone in this month of october. what is more, mario draghi, the president of the ecb, does not expect inflation to come down significantly until next year. still, though the economy is in recession, perhaps rate cut are still a possibility in the eurozone. nonetheless, the situation irritated the markets. the stock market was not able to do much. it did strengthen the euro. that really went up, probably not least because of the statement also by mario draghi

is gone from his speech. short term positives are there for president obama but long term you look at the historical numbers in terms of unemployment in presidential reelection years and depth of the political challenges are great here. >> heather: i'll ask you more about historically in a moment but the numbers have been called into question. there is actually a huge disconnect between the modest of new jobs report and significant decrease in the unemployment rate. jack welch, he went to as far to suggest that the numbers may be manipulated by the obama administration. do you think that the numbers add up? >> i think the suggestion that the numbers was cooked is relatively ridiculous. that being said. economists at the labor department will admit freely that there is a lot of margin of error in these numbers. a month after each job report these numbers are revised upward or downward. the question of the number came out of the household survey, 800,000 plus number, there is a lot of margin for error, possibly as much as 400,000. that is admitted by folks within the labor department

that it could still swing back after the next debate. we have the vice-presidential debate coming up on thursday but the bigger one will be following week at hofstra university when mitt romney and president obama go head-to-head again. that is different kind of format. the town hall format. president and mitt romney will talk to individual voters asking questions, that may be a better format for the president. jon: but it does seem that states like ohio and nevada are getting tighter, and you know, with, well the election is four weeks from tomorrow. if that momentum holds for the romney team, it could really be a surprising turn around come election day? >> it certainly could. of course the romney campaign and republican national committee did a big turnout drive this past weekend. they have been doing a lot of that. we've seen it, we've seen it more from democrats. they have been exposing some of their organizational advantages all summer long. we're just now seeing how much the romney campaign is doing in some of these states. you're right, it absolutely could turn around. until we see romne
